
The above is only comparing DW to 1h+quiver. So it's no surprise that DW has fallen out of favor. On top of that, a good dead man's legacy beats most of the bonuses given to a dual-wielder: 20% IAS from DML vs 15% from DW, 10% CC from DML vs 10% CC from archery, etc. The best 1h xbow is calamity, with the other options being worse, so to dual-wield, you're always forced to equip a crappier OH.

The above is one of the major reasons why DW sucks so much. Keep in mind, stats like dex and CD benefit both weapons, so a 1000 DPS xbow doesn't need to be paired with another 1000 DPS xbow to be beneficial, but you can't pair it with a subpar 200 DPS one and expect to come out ahead. In short, your OH needs to be comparable to your MH to actually benefit from dual-wielding vs just leaving an empty OH. In this case, your DPS would plummet due to the fact that half of your attacks are based off the DPS of a crap weapon. But now if you equip a 10 DPS xbow in your OH, you're only shooting each one 50% of the time (while you gain a 15% attack speed bonus from dual-wielding). So if you use only a 1000 DPS xbow with no OH, you're shooting that 100% of the time. A simplified explanation is that you alternate weapons when dual-wielding.
